Tim Mann pointed out in the gnuchess usenet group that he has included GNUchess5 with the most recent distribution of Winboard, but that it won't answer 1. P-K4 with a book move. This a the same problem that Dann was having. The one that Tim compiled uses the old amount of hashtable which is nice for those of us who don't have large amounts of memory.
So; If you replace the "book.dat" file with the one that I've compiled with the Winboard GNUchess5 then the book should work properly, or you should probably be able to use the one that Dann made with Winboard's engine too. See the below link to download the one I made.
At any rate, the one that Dann compiled will undoubtably be faster & stronger (?) because it was compiled with a Microsoft compiler while Tim's was done with a GNU compiler, but if you don't have allot of memory on your computer then Tim's will work better, you just need a book that works with it.
There's something you might not have noticed getting with the newest Winboard, I had completely overlooked it.
