You need to make sure the path info is correct, it has to be where _you_ installed the programs, Frank may have installed them in different directories than you did, also, make sure that you specify the file name correctly.
Here's one line from my winboard.ini file:
\"Inmi301 \" /fd=c:\\inmiches
it tells Winboard that the file's name is Inmi301.exe
fd= says that it's the first engine (related to playing games between engines)
and the last part indicates that it is in the directory of c:\inmiches

If the bottom of your Winboard.ini looks somewhat like mine down below then you can probably assume that your problem is somewhere else. Make sure the .ini and .init files for each program are set up properly. In AnMon and Little Goliath you have to add the line:
Commandline = xboard
Also make sure you have not given the programs too large of a hashtable, sometimes this stops them from working. Good luck!

----------------Winboard.ini---------------------
/firstChessProgramNames="GNUChess
\"AnMon505 xboard\" /fd=c:\\Winboard\\Anmon

I can only guess at what it going wrong, it appears to me that you are putting the wrong filename in there, since your's says \"AnMon503 xboard\" but Frank's says \"AnMon_503 xboard\" so unless you renamed AnMon, it apprears that you probably left out the "_" in the middle of AnMon's name.
I think that you're very close to making Winboard work, don't get discouraged.
AnMon is a good program too.

Yes, I am a renamer and non ponderer :-))
I rename all exe files.
I made this, because i will see (when a match run) under WinBoard the number of the version.
So I rename Engine.exe in Gromit_220.exe or other ...
You can all exe files rename, not the exe file from the Nimzo WinBoard engine. Ant not the configuration files !!!
Please look in my config.zip file or big_config.zip file (configuration for Chess-Base GUI, MCSystem and WinBoard).
Kind regards
