I don't know if the most recent version was, but I think Phalanx used to be compiled with Cygnus, that's why it needed a dll file. I still have the dll in the Phalanx directory, but it might not need it anymore. In other words, check the most recent download of Phalanx, and if it has a dll file in it, then it was most likely compiled with the Cygnus, and the makefile will probably work as is.Hello,
