I don't know if the most recent version was, but I think Phalanx used to be compiled with Cygnus, that's why it needed a dll file. I still have the dll in the Phalanx directory, but it might not need it anymore. In other words, check the most recent download of Phalanx, and if it has a dll file in it, then it was most likely compiled with the Cygnus, and the makefile will probably work as is.

Tried the latest download phalanx22.tar.gz which still doesn't compile using cygwin-b20 on a AMD-k6-266 win98. Guess I'll have to wait till I install LINUX someday :(
