Gromit 2.20 was finetuned for about 6 months before the WMCCC 1999.
The first code for Gromit 3.0 was written 4 months ago.
I'm sure Gromit 3.0 will make some bad positional moves from time to time,
but tactically it is stronger than Gromit 2.20 and it beats Gromit 2.20
easily in matches.
Our own testresults vs. Comet were very good (11.5-4.5 and 9-2).
It seemed Gromit likes Comet (results vs. Patzer, SOS, ... were by far
not as good as vs. Comet).
IMHO you have to play more games to be sure about that.
