I think the first table looks much better. Please note: if you use the tags (without spaces) they are invisible but will be interpreted.

It does look better that way, with the tags, it's easier to look at because things stay inline. It would be nice if there was a way to get it to display without the extra space between the lines of text.
I have an HTML for Dummies book that I never look at, I didn't find a way around that space between lines in there, it only mentions < pre > a couple times.
