They mean it is designed to work better with ICC commands and rules that are slightly different that FICS, but it also changes a lot the elo. I think it was optimesed to ICC and not FICS because at ICC play most advanced human players, GM and IM (because are payed to play there and have free advertising). For a chess programer is more interesting to fight VS a good human player than a good software.
