Download the new version and start installing. When (and if) asked about where to install, install in the same directory where the old Winboard is. The new files will overwrite the old ones. You can start using it right then. If you wish to have the old settings, before you install, save winboard.ini from the old Winboard directory and, after installing the new version, save it in the new Winboard directory. It will overwrite the new winboard.ini and enable you to use your old settings (colours, time controls, sounds, etc.)
That's it.
