Nope. These files contain attack piece-tables. The opening moves are built in. There are only several hundred of them. Alessandro is about to start work on the opening book editor, but keeps postponing it as he wishes to make the engine stronger first. To try out Fortress with a bigger book use either ChessBase engines (Fritz, Junior) or the MCS GUI.
