Crafty...Can't go wrong with Crafty, altough it's not quite human like..
SOS also has a reputation for being positional..Anmon as well..

At least among the programs for which sources are available I would say:
Most positionnal game: Phalanx
Most knowledge: Crafty and Phalanx
